JOB Description:   The Purchaser and Administrative Clerk position is a member of the Purchasing Department.  It is an hourly, non-exempt position, reporting to the Operations Supervisor.  The primary duties are   to ensure the Plant is fully stocked with equipment and supplies and to provide customer service to internal customers needing assistance with procuring products, parts and services.  To perform various administrative duties, such as filing, copying, sorting, or word processing, or professional level duties, such as data base entry or analysis, or other duties as assigned.  This is a Safety-Sensitive position.   Key Responsibilities  
  • Purchase stock and non-stock items and process service orders as directed by the Purchasing Manager
  • Purchase all service orders
  • Create and manage blanket orders for special chemical and bin stock items
  • Attend daily morning maintenance meeting  for purchasing support.
  • Twice weekly inventory of all Chemical tanks on plant, and Diesel and Gasoline. Reorder as required.
  • Forklift operation for shipping and receiving
  • Manage Warehouse and all auxiliary Warehouse Storage Facilities on plant for housekeeping and storage rationalization.
  • Track and Manage Stock Rebuild and Repairs working closely with Maintenance SMEs.
  • Conduct weekly cycle counts of inventory and conduct a full inventory count on a Quarterly Basis. Resolve discrepancies and report findings to Finance.
  • Resolve all invoicing and shipping discrepancies working with Finance on a daily basis.
  • Enter into MRP system, order and manage all new Stock storage items through MOC process.
  • Order materials/equipment on emergency basis as needed.
  • Conduct a semi-annual review of inventory working closely with SMEs to determine Stock obsolescence and manage obsolescence process, working with Finance.
  • Assist Administration and Operations with audits.
  • Complete Financial End of Month tracking and System management for all essential materials and chemicals, working closely with Finance on the last working day of each month.
  • Work closely with Supervisor on continuous Vendor Rationalization and Cost Reduction Efforts.
  • Work closely with Supervisor to develop and manage Vendor Consignment Programs as appropriate.
  • Manage and report weekly on the status of any rentals on site.
  • Work closely with the maintenance team to ‘ kit up’ all necessary material needed to complete work orders.
  • Expeditor purchasing support. 
  • Back-up customer service for Window Service at warehouse.
  The essential functions of this position provided above represent the general type of task or function to be performed by a Purchaser and Kitting Clerk.  In addition, Employees may be trained in other areas or assigned other tasks or duties and responsibilities as required by the work needs of the Company.   Supervisory Responsibilities   None.   Qualifications  
  • Associates degree in Business or equivalent education and experience
  • Forklift experience and current certification required
  • 4+ years of experience in an Industrial Purchasing Department preferred
  • Previous experience in a chemical plant preferred
  • Reach lift experience and current certification preferred
  • Must have knowledge of Lockout/Tag out, Hazard Communication, PPE Uses and Procedures, and back lifting safety
  Overall Work Environment  
  • Normal Office Environment - Temperature is moderate and controlled by environmental systems.
  • External Plant Conditions - Atmospheric conditions; i.E. Winter season cold temperatures as low as 20F degrees and summer season hot temperatures sometimes exceeding 100F degrees.  Frequent exposure to fumes, odors, dusts, mists or gases.
  Physical Demands/Essential Functions   This position requires a large portion of time in and around operating equipment manufacturing hazardous chemicals; therefore, it is necessary that the successful candidate has a fitness level to ensure safe evacuation of the plant processing site.
  • The ability to walk to any location, or evacuate the plant, a distance of one quarter of a mile, in less than 4 minutes, with or without respiratory protection
  • Ability to climb and descend multi-level catwalks, stairs and ladders, move in and about piping and structural supports and  regularly pick up and handle a maximum of 50 pounds (weight over 50 pounds is to be lifted with assistance only).Reach, handle and use fine motor skills constantly.
  • Stand and exert well-paced mobility 90% of the day.
  • Sit 10% of the day.
  • The ability to don and doff all rescue equipment safely
  • Position requires strenuous physical work.  Heavy lifting, pushing or pulling of objects up to 100 pounds occasionally and/or up to 50 pounds frequently.
  • The ability to move your hand, your hand together with your arm, or your two hands to use computer, ten-key or other office equipment
  • Reach, handle and use fine motor skills constantly
  • Climb, balance, stoop, kneel, crouch frequently
  • Eyesight (or corrected eyesight) that is adequate to view computer monitors and numbers and color coding. 
  • Contact lenses may never be worn on plant due to possible vapor irritation.  Only glasses may be used to demonstrate the vision requirement.
  • Must have good hearing to be able to hear signals, horns, phones, or various operating sounds of the Plant which notify Employees of Plant conditions, provide communications, or indicate possible operating or maintenance problems.
  • Must pass Respiratory Clearance evaluation (ability to wear respirator) in order to be approved for employment with Apache.
  • Basic to Intermediate computer skills.  Specifically, MS Office applications including Outlook, Word and Excel
  • Knowledge of equipment with multiple logic functions and capabilities requiring specialized training
  • Proven ability to get along with others and work with employees and vendors with diverse experience and skills
  • Proven ability to prioritize and manage pressure effectively 
  Equipment Used  
  • Simple office equipment (fax, telephone, copier, etc.)
  • Utilization of substantial PPE required when visiting Plant.
